South Bay Expressway Taps Cecil Dunagan as Director, Finance and Administration
(SAN DIEGO - March 29, 2006) - South Bay Expressway, a 10-mile technologically advanced toll road extending from SR 54 in Spring Valley to SR 905 near the Otay Mesa International Border Crossing, today announced the hire of Cecil J. Dunagan as Director, Finance and Administration.
Dunagan brings more than 22 years of senior financial management experience to his new position at South Bay Expressway. Most recently, Dunagan served as vice president of finance for Poway-based SeaSpace Corp. Previously, he served as chief financial officer/senior financial manager for a number of companies in addition to his role as owner/partner of his own accounting firm. Dunagan's career includes significant experience and accomplishments in launching new business enterprises and implementing financial policies, practices and procedures which foster world-class customer service, organizational productivity and a strong bottom line.

In his new role with South Bay Expressway, which officially begins March 31, 2006, Dunagan will be responsible for the strategic leadership of the company's finance and administrative functions, including overall responsibility for financial accounting and reporting; e-commerce transactions; cash/credit management, banking and lender relations; property and risk management; implementation of an automated financial accounting system; payroll and benefit administration; policy and procedure development; and staff selection and training.
Dunagan received a bachelor's degree in accounting from the Arizona State University. He is a member of the American Institute of CPAs and California Society of CPAs.
