Dave Hawley Joins SR 125 South Team

(SAN DIEGO - July 7, 2004) - California Transportation Ventures, Inc. (CTV), a private consortium selected by Caltrans in 1990 to finance and develop the State Route 125 South Toll Road in South County, today announced that L.D. "Dave" Hawley has joined the company as Executive Vice President of Construction. Hawley will be responsible for the overall construction of the SR 125 South, including supervision of Otay River Constructors, the project's design-build contractor, InTranS and CTV's contract construction manager, Parsons.

Hawley brings more than 30 years of experience in the building of major public works projects to the SR 125 South team. His exceptional construction and managerial experience has allowed him to manage complex issues and bring in projects ahead of schedule and at or under budget.

Hawley previously spent six years as deputy project manager for a multi-national joint venture that built the Foothill-Eastern tollroad in Orange County, California, an $800 million design-build project with 27 miles of AC roadway, 70 major bridges and tunnels, maintenance and toll facilities and a water treatment plant. His specific toll road experience and previous accomplishments make Hawley a perfect fit to spearhead the SR 125 South construction effort.

"We are pleased to have Dave as part of the SR 125 South team," said CTV Chief Executive Officer Greg Hulsizer. "Dave is highly respected in the industry and his experience and leadership will be a tremendous asset to our project team. I am excited to work with Dave to bring San Diego commuters a new transportation alternative."

About SR 125 South

The expansion of SR 125 has been part of California's planned freeway system since 1959, and part of SANDAG's Regional Transportation Plan, which lays out the region's projects through the year 2030. In September 2003, California Transportation Ventures (CTV) hosted the official groundbreaking for the southernmost portion of State Route 125 South (SR 125 South), a 9.3-mile technologically advanced toll road that will run from SR 54 in Spring Valley to SR 905 near the Otay Mesa International Border Crossing. The toll road has been hailed as a "missing link" in San Diego's freeway network and is expected to reduce traffic congestion on I-5 and I-805 as well as on roads and surface streets throughout the growing South County. The SR 125 South Toll Road will open to the public in in early 2007.
